Congratulations Mark Frederick, PE, ENV SP, CFM, PMP!
FES Ridge Chapter 2025 Engineer of the Year
CivilSurv Design Group is proud to recognize our Vice President of Engineering, Mark Frederick, PE, for being named Engineer of the Year by the Florida Engineering Society Ridge Chapter.
Mark’s leadership and contributions to the engineering profession extend far beyond his project work. He has been actively involved with FES for many years, serving in multiple Ridge Chapter officer roles, as State Director, and most recently as Region IV Vice President.
In addition to his professional leadership, Mark has served as the Ridge Chapter MATHCOUNTS Coordinator since 2007, helping to inspire and mentor the next generation of engineers. He also played a key role in establishing the student chapter at Florida Polytechnic University and continues to support student engagement and professional development.
Within CivilSurv, Mark is a trusted leader who is committed to delivering high-quality infrastructure solutions while mentoring staff and strengthening our team. This recognition reflects not only Mark’s dedication to the profession, but also his ongoing commitment to serving our community and supporting future engineers.

UF Geomatics Presentation and Hands-on Look of the Profession
Surveying Team Recruitment
CivilSurv has had the pleasure of connecting with the University of Florida's Geomatics Student Association in two meaningful ways recently. Three of our Principals visited UF to present to the association, sharing what a career in consulting surveying looks like in practice through recent and current projects from our talented team. We also shared current opportunities to join CivilSurv as an intern or entry-level surveyor.
The connection continued when we proudly hosted UF's senior class at our Lakeland office for a hands-on look at the profession. From an office and operations tour to an open conversation over a sponsored lunch, students got an inside view of the realities, rewards, and opportunities that come with a career in the field. It was a pleasure fielding their questions and engaging with such a motivated group.
Investing in the next generation of geomatics professionals is something we are deeply committed to, and we look forward to seeing what this talented group creates!

MATHCOUNTS Competition

CivilSurv was proud to have three team members volunteer at the Ridge Chapter MATHCOUNTS Competition this year, contributing to the event’s success for local middle school students.
Mark Frederick serves as the Ridge Chapter MATHCOUNTS Coordinator and has led the event for an incredible 19 years, demonstrating long-standing leadership and dedication to the program.
MATHCOUNTS is a nationwide program that promotes problem-solving, teamwork, and confidence in mathematics among middle school students. We’re excited to share that this year’s Ridge Chapter winners have qualified for the Florida MATHCOUNTS Competition next month, and we wish them the best of luck as they advance to the next level.

Polk County Land Development
Engineering Staff Augmentation Services Win
We’re proud to announce that CivilSurv has won Engineering Staff Augmentation Services for Land Development for Polk County BoCC.
This contract reflects Polk County’s trust in our team to provide knowledgeable, responsive engineering and surveying support for land development initiatives. We appreciate the opportunity to continue our partnership with Polk County and support land development efforts that contribute to smart growth and long-term community planning.

West Pipkin Road | Lakeland
Project Completion
West Pipkin Road is open and the project is complete! CivilSurv is proud to have partnered with Patel, Greene & Associates, LLC (PGA), Polk County BoCC, City of Lakeland, Hubbard Construction Company, and AECOM on the design and construction of the utility portion of West Pipkin Road.
The project included over 4 miles of roadway reconstruction, and slightly longer length of water and sewer relocated, we are proud to have completed the project with the team. With a tight corridor, numerous lane shifts, removal of asbestos cement piping, and phasing updates required, the project was challenging but it is rewarding to see the final product.

Welcome to the Team!
New Year, New Members
As we ring in the year, we would like to welcome a couple of new members to our team at CivilSurv. Kelsey Whidden joined us last week as a stormwater and floodplain project manager in Sebring, while Matthew Goode comes onboard as a talent acquisition coordinator at our headquarters in Lakeland.
Working closely with Highlands County will be a natural fit for Kelsey as she transitions to her role with CivilSurv. A former floodplain manager-NPDES coordinator for the Highlands County BOCC the last two years, Kelsey has a multidisciplinary background in floodplain management, MS4 permit compliance and stormwater regulation. Her role with Highlands County included FEMA and FDEM floodplain management and CRS program administration.
While away from work, Kelsey enjoys spending time with her three kids – attending cheerleading events and Florida Southern baseball games – and her four dogs.
As CivilSurv continues to expand, Matthew will play a key role in the company’s growth. Prior to working in the Lakeland and Tampa area real estate markets for the past two years, Matthew gained professional and collegiate recruiting experience from 2018-2023. After beginning his career as a graduate admissions counselor for Keiser University, Matthew worked for NESC Staffing and Innovent Global in Boca Raton and West Palm Beach, respectively. In those positions he helped place qualified candidates for various roles, handling everything from crafting job descriptions to screening and interviewing applicants.
In his spare time, Matthew enjoys playing the drums and the piano, among other activities.
We are excited to have both Kelsey and Matthew as members of the team and look forward to seeing their contributions to our growing operation.
