CITY OF SEBRING PROJECT AWARDS – CivilSurv Design Group, Inc. has been selected by the City of 
Sebring to serve as the Engineering, Surveying and Planning consultants for the Historic Wall Street brick 
paving restoration project, and the South Ridgewood Drive and parking improvements project in the 
Community Redevelopment District.

CONTRACT AWARD – As part of the SFWMD’s $12.5million program for Hydraulics and Hydrology 
services, CivilSurv Design Group just received their 3 year contract for STAFF GAUGE INSTALLATION 
AND RECALIBRATION SERVICES.   This vital project will commence in early 2012 and we will base our 
District Team out of our Port St. Lucie Offices, with support from all CivilSurv 0offices state-wide.

Governor Scott’s Legislative Team Meetings – CivilSurv Design Group, Inc. was well represented by 
Vice President Jack Breed in meetings in the Governor’s Office to address upcoming Legislative 
issues in the 2012 Session.  Speaking as the Legal Committee Chairman of the Florida Surveying 
and Mapping Society, and as a Small-Business Owner, Mr. Breed vigorously defended the existing 
Consultant’s Competitive Negotiations Act and urged the Governor’s staff to oppose the current 
Reform legislation. 
  
NOVEMBER 2, 2011   
GOVERNMENT EFFICIENCY TASK FORCE – Representing CivilSurv Design Group, Inc., and 
the Florida Surveying and Mapping Society, Jack Breed testified before the full Task Force, 
and the subsequent Working Group meetings (11/8) to present the positive effects of Qualifications 
Based Selection, and to urge continued support of this long-standing procurement principle.   
Speaking as a Small-Business Owner, Mr. Breed urged the Task Force to oppose the corruption 
of Best-Value Procurement practices currently proposed for the 2012 Legislative Session.

 – CITY OF INDIAN ROCKS BEACH – The City has selected CivilSurv Design Group to  provide CEI 
 services  for both the Shoreline Stabilization project, and Gulf Boulevard improvements.  
 In addition, our Planning Department will be handling  the City’s Cooperative Grant 
 Application with the Southwest Florida Water Management  District. CivilSurv is proud to 
 be in their second decade of service to this great community! 
   
             
 October 3, 2011     
 – CIVILSURV selected as the CEI Consultant for the SR33 Improvements Project!   
 Under contract with the City of Lakeland to serve as the FDOT CEI Consultants for  this project, 
 we will be managing the construction of the 4-lane widening of SR33  from Lakeland Harbor 
 Boulevard to North of Old Combee Road, along with Polk County’s  Lake Deeson outfall pipeline, 
 and sidewalk improvements all the way west to Jenkins  Nissan.   CivilSurv CEI personnel will 
 staff the positions of Senior Project Engineer,  Project Administrator, Senior Inspector, 
 Contract Support Specialist and Inspectors.   Our outstanding subconsultants KCCS, Ardaman 
 and Allied Testing will support our team  for Materials Testing, Asphalt Plant and Traffic 
 Signal Inspection.

 – SR 82 Short-List!   As part of the KCA Team, we were once again short-listed for  this 
 important roadway project in FDOT District One, widening to an ultimate 6-lane  configuration 
 for over 2.7 miles, including complete design and R/W Surveys.  
 The project limits are from Shawnee Road to Alabama Road in Lee County.

Team has been shortlisted for one of FDOT District One’s most significant projects, the I-75 at
SR 70 interchange in Manatee County. This project includes 5 miles of mainline Interstate,
five bridges and complete R/W Mapping Services.  CivilSurv is proud to be the Survey and DBE

Wekiva River Parkway Project Award!  CivilSurv Design Group is proud to be on the winning
Atkins/BSA Team in District Five.  The Wekiva River Parkway project is the most significant
transportation project currently in Central Florida and we look forward to providing the 
Design Surveys for the 15% Line and Grade contracts as a DBE Subconsultant.

The City of Lakeland has selected CivilSurv Design Group for a new Five-Year Continuing 
Contract for General Municipal Engineering Services. The Selection Committee recommendation 
to award is on the City Commission’s Consent Agenda for Tuesday, September 6, 2011.  

Thanks to our team’s hard work, quality services, John Howle’s outstanding leadership, and
Wendell Mock and Hetty Harmon’s client management, we will have successfully renewed this
relationship for every contract cycle since 1985!  We look forward to continuing to serve

Hetty will be on the Board of Directors as Secretary of the Heart of Florida (HOF) Section

and consulting planners as well as public officials, attorneys, engineers, developers, and

development and networking through workshops, seminars, field trips, training, and the

Ken has served our Profession’s Association for 
many years, both at the local and State level.  
He is currently ending his third term as State 
Treasurer and will now begin a 3-year term 
as President Elect in 2011/2012, then 
President in 2012/2013, and finally as 
Immediate Past President in 2013/2014. 


Ken will be installed into office at the Society’s Annual Meeting in St. Augustine on August 13, 2011.

 The Florida Surveying and  Mapping Society was organized nearly six decades ago for the purposes of 
 forming an Association of Professionals to represent the surveying and mapping profession and to aid 
 and contribute to the standards of the profession for the benefit of the general public and the members 
 of the Association.  FSMS is a quality, professional membership society representing the Surveying & 
 Mapping  Profession, including: Photogrammetry, Imagery, Remote Sensing, Base Mapping, GIS/LIS, 
 Cartography, Geodesy, Geomatics, GPS, Geographic Information and Geospatial Data.

Congratulations Team CivilSurv!!   At today’s Polk County Board of County Commissioners meeting, 
we were awarded a five-year Master Consulting Agreement with Polk County’s Parks and Natural 
Resources Division. This is the FOURTH consecutive Master Contract term with our hometown client. 
We will provide civil and environmental professional engineering services for the Parks and 
Natural Resources Division relating to drainage, stormwater, surface water quality improvement, 
parks and environmental lands projects.   
 
We are very excited to have partnered with the outstanding professionals at Chastain Skillman, Inc., 
and we look forward to a team-approach on future projects. Water Quality projects will be a major 
issue in coming years, and our good friends at Wetlands Solutions, Inc. are on our team to address 
wetlands, environmental sciences and water quality issues. We have enjoyed working with the WSI 
team on past projects. For Landscape Architecture and Parks Planning services, the Chastain Skillman 
Architectural team will be augmented by Hardeman Kempton & Associates. Our geotechnical partner 
continues to be our friends at Nodarse & Associates/Terracon.

While the current CIP will not produce many projects in the first year, it is important to note that 
this is a five-year agreement.  The initial ranking was based on just drainage and parks projects, 
but at today’s BOCC meeting, the scope was expanded to include any and all future work related to 
NPDES, TMDL’s, Numeric Nutrient Criteria, and stormwater assessments/Stormwater Utility projects.

RETIREMENT CONGRATULATIONS TO ROGER STATZER- With heartfelt 
thanks for 25 years of faithful service, CivilSurv Design Group is proud to 
announce that Roger Statzer is headed for the joys of RETIREMENT!!  
Roger is trading employees, contractors, clients, projects, permits, timesheets, 
and deadlines for travel, Civil War history, and time with his wife Mary. 

The Statzer’s passion for Living History is amazing, and in the coming years, they 
will work towards the culmination of Roger’s “Military” career, when he surrenders 
at the Appomattox Court House on the 150th anniversary of General Lee’s surrender 
(April 9, 2015).  While he will be an active full Colonel, for his denoument he will 
be surrendering as his great-great grandfather, Pvt. Edward K. Statzer. 


It is impossible to sum up the experiences of a 42 year career in the Engineering industry, but simply stated:
 Roger has done it all!   His friends at CivilSurv look forward to regular visits from a relaxed and happy Roger, 
but we will greatly miss his leadership, experience and expertise.  Most of all, we will miss our good buddy.

Surveying and Mapping through 2014! The CivilSurv staff has been continuously serving Progress Energy
(formerly Florida Power Corporation) since 1980 when the team worked on the original Kathleen Energy

FDOACS Regulatory Board Declaratory Statement Petition – The Florida Surveying and Mapping Society
tasked CivilSurv’s Vice President, Mr. Jack Breed to represent the Society in a Petition to Intervene
in a determination of our Statutory Definition of the Practice of Surveying and Mapping. Mr. Breed serves
as the Current Legislative Chairman and was recently conferred Life Member status.

Polk County Awards Bartow Interconnect Force Main Project to CivilSurv Design Group! - The Polk 
County Board of County Commissioners issued a Notice To Proceed for this $2.6 million project to 
de-commission the Central Wastewater Treatment Facility and establish a force-main interconnect with the
City of Bartow. CivilSurv is proud to serve Polk County and the City of Bartow on this vital infrastructure
project.

City Of Lakeland’s New Solid Waste Administration Offices – CivilSurv Design Group has been selected
for site Civil Engineering, Surveying and Mapping, and Permitting services, as part of the Swilley
Curtis Mundy Hunnicutt Associates Architects Team! We are proud to be on the SCMH team, and look
forward to the conversion of the former Lakeland Community Credit Union Property into a LEED
Certified Administrative Facility, with an anticipated construction date of October 2011. The
CivilSurv Team has been involved with this site for nearly 3 decades, beginning with our roadway
re-alignment work in the 80’s, and more recently with our acquisition and design survey efforts.

$750,000 contract with CivilSurv Design Group, Inc. for Surveying and Mapping services. We are proud to
continue our historic relationship with Martin County, that dates back to 1980.

APPROVED CEU PROVIDER! – CivilSurv Design Group was approved by the Florida Board of 
Professional Surveyors and Mappers as a Continuing Education Provider. As part of our ongoing
commitment to education and our profession, we now have over 28 hours of approved CEU courses
for our licensed Professionals. All courses will be taught by our Vice President, J.N. “Jack” Breed, who
is also an Adjunct Instructor in the University of Florida’s Geomatics Program, and a member of the
Geomatics Advisory Board. Approved courses include Florida’s Minimum Technical Standards and
Florida Laws Affecting Surveying and Mapping; Ethics and Professionalism; Tidal Boundaries and Mean
High Water Surveys; The Professional in Court; The Proper Use of Evidence in Boundary 
Determinations; Monumented and Protracted Subdivisions; and a series of courses on the United States
Public Lands Survey System.

WASHINGTON HEIGHTS DRAINAGE CONTRACT AWARDED - The City of Sebring's Community 
Redevelopment Agency has selected CivilSurv Design Group to provide complete Survey, Design and
Permitting services for the second phase of the Washington Heights Drainage Improvements Project. 
CivilSurv and the City of Sebring have worked together for over two decades on neighborhood improvements
projects in the Washington Heights Community, and we are excited to be involved with this latest effort.

CONGRATULATIONS FLORIDIANS! Amendment Four Defeated! In an Election Day characterized by
nail-biters and close-calls, the battle over Amendment 4 stands out for being anything but. Voters handed
no-growth interests a stunning, across-the-board defeat on Tuesday, decisively rejecting the draconian 
anti-growth measure that would have required taxpayer-funded referenda for all changes to local 
comprehensive land use plans.
The amendment was soundly defeated in every region and rejected by a majority of voters in both major 
parties, as well as Independents. Team CivilSurv actively campaigned against this measure for the past three
years.

Congratulations to The Lane Construction Company, the successful bidder for the $11,000,000 contract
for the widening of US 98 from Bartow to CR540A! The improvements under this contract consist of adding
lanes, widening, milling and resurfacing, drainage improvements, lighting, signalization and signing and
pavement markings on SR 35/700. CivilSurv will be the construction Survey consultant on this project that
will last nearly 2 years, and we are proud to be on the Lane Team!

AN EXCITING NEW ERA!  The two former Lakeland and Stuart Divisions of Keith and Schnars, P.A., 
along with the Bradenton area, Sebring area, and Jacksonville utilities operations were 
purchased by Kristi H. Breed, and began operating as CivilSurv Design Group, Inc. All of 
the records, staff, and resources continue to operate under the new name.  Partners with Mrs. 
Breed in the new ownership structure include Kenneth T. Glass, PSM, Vice President of 
Surveying and Mapping; John E. Howle, P.E., Vice President of Engineering; William R. Smith, 
Vice President and Regional Manager; and J.N. “Jack” Breed, PLS, Vice President and 
Regional Manager.     
      
June 29, 1994 Corporate Merger, the former KS Stuart and Lakeland Divisions merged into Keith and Schnars, P.A., Florida-based firm incorporated in 1972 as “Keith and Schnars, P.A.
