of Professional Engineers, Urban Planners and Surveyors and Mappers provides a comprehensive suite of services to support
public and private client needs for Land, Development, Utilities, Water, Transportation, GIS, Geomatics and Growth
Management. CivilSurv is the successor and continuation of the Lakeland and Stuart Divisions of Keith and Schnars, P.A. that
were established in 1980. Our Tradition of Innovative Engineering is provided from modern state-of-the-art offices in
Lakeland, Port St. Lucie, Sebring and Jacksonville. We are opening Bradenton and Vero Beach offices
in the Spring of 2011. Our clientele includes City and County governments, State agencies, utility companies,
commercial and industrial firms, private developers, architects, attorneys and contractors. Demonstrating our decades of

Kristi H. Breed, President
Mrs. Breed is the President, founder and principal owner of CivilSurv Design Group, Inc. Mrs. Breed served for 11 years as
a Corporate Officer in a large not-for-profit organization she co-founded, and her background in the Engineering, Surveying
and Mapping and Planning profession dates to the early 1980’s serving in both field survey party, surveying and mapping
drafting, and operations/finance/payroll manager positions for over 10 years. With national training and education in
corporate leadership and governance, Mrs. Breed’s diverse background provides insight and direction into our statewide
multi-disciplinary client base and markets.
William Smith, Vice President, Regional Manager
Mr. Smith has over 40 years of professional engineering experience in the design and construction administration of projects
for governmental, institutional, industrial and private (domestic and international) clients. His major strengths include
organization, leadership, market strategies, planning, financial controls, negotiations, and problem resolution. Mr. Smith
has specialized technical expertise in trenchless technologies, and maintains cost consciousness with an ability to identify
needs and goals, streamline existing operations, and overcome obstacles with technically sound and financially feasible
solutions. His public works projects have involved planning, design and construction administration for new and the
rehabilitation of existing infrastructure systems. Projects for local, state, and federal government agencies have included
water and sanitary sewer systems, highways and airfields, storm water systems, industrial parks, marinas, and recreational
facilities. Many of these projects involved assistance with the development of CIPs, grant applications and presentation at
public meetings.
John Howle, Vice President Engineering
John Howle is a multi-faceted engineering professional with over 35 years of experience in the field of Civil Engineering.
As the Vice President of Engineering for the firm he is involved in the transportation, public utilities, environmental, and
construction engineering inspections for the firm. John and his team have extensive experience in the areas of PD&E studies;
highway design; water distribution and sanitary sewer collection system design and permitting; storm water design and
permitting; utility coordination; construction administration; and construction inspections. As a former County Engineer and
Engineering Manager, John has been rendered as an Expert Witness in Florida particularly in eminent domain proceedings.
His team of professionals is focused on state, county, and municipal agency contracts. Because the team works for public
clients, they also assist public agencies in their review of commercial and residential developments.
Kenneth Glass, Vice President Surveying and Mapping
Kenneth Glass is a veteran surveying and mapping professional with over 20 years of experience. As the Vice President
of Surveying and Mapping for the firm Ken uses his experience and expertise supervising a team of professional surveyors. His
team of professionals is focused on municipal and agency contracts as well as private sector projects. Ken and his team have
completed projects for the Department of Transportation, the Florida Department of Environmental Protection, Water
Management Districts and numerous counties and municipalities. His team also specializes in utility route surveying for Florida
Power and Light as well as Progress Energy. Ken is a graduate of the University of Florida with a Bachelors of Science in
Surveying and Mapping and currently is Treasurer of the Florida Society of Surveyors and Mappers.
Jack Breed, Vice President, Regional Manager
As a Regional Manager, Mr. Breed works with a diverse client base throughout Florida, consulting on Surveying and Mapping,
Land Planning, Civil, Environmental, Transportation Engineering, and Water Resources Services, and his expertise in
resolution of complex boundary and title problems has established him as an Expert Witness throughout the State of Florida,
particularly in eminent domain proceedings. Mr. Breed is also an Adjunct Instructor at the University of Florida, teaching
the senior course SUR4430 The Practice of Surveying and Mapping in the Geomatics Program. Since 1978, Mr. Breed’s
experience has encompassed all phases of infrastructure planning and development, in Surveying and Mapping,
Environmental Sciences, Planning, Design and Agency Permitting and Construction Management.
